How the New Castle County Jail Roster Works

Delaware runs a state-level jail roster. That means New Castle County does not run its own jail or its own inmate database. When Wilmington Police, Newark Police, New Castle County Police, or Delaware State Police make an arrest in the county, the person goes to a state prison. The state's Inmate Locator then lists that person on the New Castle County jail roster. You can search the state system by inmate name or SBI number. It shows where the inmate is held, the current charges, and a release date if set.

Howard R. Young Correctional Institution

Howard R. Young Correctional Institution, known as HRYCI, is the main jail for men arrested in New Castle County. It sits at 1301 East 12th Street, Wilmington, DE 19802. The phone is (302) 429-7700. The site holds about 1,500 male inmates across minimum, medium, and maximum security. Pre-trial inmates from Wilmington, Newark, and Middletown also stay here. HRYCI shows up on the New Castle County jail roster as the location for most men in custody.

HRYCI has visit hours at 8:30, 9:30, 10:30, 11:30 a.m. and 12:30, 1:30, and 2:30 p.m. You must book a visit at least a week out. Call (302) 575-0330 to set up a time, or stop by the scheduling desk from 8:00 a.m. to 3:30 p.m. A max of two adults and two kids can go in one visit. You need the inmate's date of birth or SBI number to book.

HRYCI has American Correctional Association accreditation. It offers school classes, GED prep, drug programs, and job training. All new jail roster intakes for New Castle County men go through HRYCI first.

Baylor Women's Correctional Institution

Baylor Women's Correctional Institution, or BWCI, is the only all-female prison in Delaware. It sits at 660 Baylor Boulevard, New Castle, DE 19720. The main line is (302) 577-3004. Women arrested in New Castle County, Kent County, and Sussex County all go here. So a female inmate on the Sussex County jail roster or Kent County jail roster still shows a BWCI inmate address on the jail roster.

BWCI runs parenting classes, trauma-aware care, and job training for female inmates. The prison also houses pre-trial women, short-term inmates on misdemeanor sentences, and long-term inmates on felony sentences. Medical and mental health care for inmates at this prison includes prenatal care. BWCI is ACA accredited too, which means the jail roster data from this prison meets national standards.

Visit rules mirror other Delaware prisons on the jail roster: you must be on the inmate's list, bring ID, and follow a dress code. Some moms with infants have special inmate visit plans.

New Castle County Sheriff's Office

The New Castle County Sheriff's Office is at 800 North French Street, Fifth Floor, Wilmington, DE 19801. Call (302) 395-8450 or fax (302) 395-8460. The office says plainly that it "does not detain, transport, or house prisoners." So the sheriff does not run a jail roster of its own. People held at the Wilmington courthouse are in Capitol Police or DOC custody, not sheriff custody.

New Castle County Police

The New Castle County Police Department patrols unincorporated parts of the county. That means areas outside Wilmington, Newark, Middletown, and similar city lines. Juvenile Detention in New Castle County

The New Castle County Detention Center holds juvenile inmates, not adults. It sits at 963 Centre Road, Wilmington, DE 19805. The phone is (302) 633-2520. The Division of Youth Rehabilitative Services runs this juvenile facility, not the DOC. Youth inmate records are not on the Delaware adult jail roster and are sealed from public FOIA.
